Two immigration bills opened for public comment, and the window closes 6 October
The Council of Ministers agreed to fast-track two draft laws: one amending Organic Law 4/2000 on the rights and freedoms of foreign nationals, and one approving a new Asylum Law. The Ministry of the Interior opened the audiencia e informacion publica on both from 23 September to 6 October 2026. Both are drafts in preparation and neither changes the law in force yet.
Who this touchesAnyone whose business depends on Spanish immigration procedure, which includes every company that hires non-EU staff or moves people here.
If you have a view on how the current regime works in practice, this is the two-week window in which it can be submitted. After 6 October the text moves on without you.

The Supreme Court partially annulled parts of the immigration regulation
Two judgments of the Third Chamber, of 8 July and 29 July 2026, partially upheld challenges to Real Decreto 1155/2024, the regulation implementing the immigration law, brought by a group of civil society organisations. Both were published in the official gazette on 22 September, together with a rectification order of 1 September. The regulation itself remains in force; specific provisions do not.
Who this touchesAny pending application decided under a provision that has been annulled, and anyone who structured a route around one.
If you have applications in progress, ask your adviser which provisions were affected before assuming the process is unchanged. A partial annulment is easy to miss because the regulation is still there.

Internal border controls on arrivals from Italy extended to 7 October
Order INT/977/2026 of 16 September extended the temporary reinstatement of checks at Spanish internal air and sea borders for passenger flights and ferry links arriving from Italy, running from 23 September to 7 October 2026. The order states the measure is under permanent review and that any further extension requires a reasoned decision rather than happening automatically.
Who this touchesAnyone flying or sailing from Italy to Spain in that window, including staff travelling on business inside the Schengen area.
Carry identity documents on Italy to Spain routes even though both are Schengen states, and allow extra time. Check before booking beyond 7 October.

The Spain to Philippines social security agreement reached the gazette
The administrative agreement signed on 11 September was published in the official gazette of 22 September. It is the operating manual for a convention that has been in force since 2012: liaison bodies, forms, and the procedure for a claim made on one side with contributions on the other.

Congress convalidated the Ceuta decree-law and debated border policy
The plenary session covered the convalidation of Real Decreto-ley 22/2026 on urgent measures for Ceuta, alongside interpellations and questions on border policy and the situation in the city. The next plenary runs from 29 September to 1 October.
Who this touchesContext for anyone tracking where Spanish migration policy is heading, which is the same policy that governs work permits.

A resolution of the Directorate-General for Professional Ordering updated annex I of the February 2026 resolution convening the theoretical and practical examinations for professional recognition of foreign specialist qualifications in health sciences obtained outside the European Union.
